I am building a sea wall, but unfortunately, I am behind schedule, and my lake has already filled to the normal level. I plan on stacking 60 lb bags of concrete on top of each other to form my wall, but i need to ensure that the botton row of bags is level, and will probably need to excavate some of the area under the bottom row of bags. Short of building wooden forms to keep the water back, and pumping the water out from the wall side of the forms, is there any other way to build my wall in the water without having to build a wooden form?
