Can anyone explain what "democratic legitimacy" means, particularly when

used in Lincoln Douglas debate? My coach suggested using it as a value criterion, except I only sort of understand it. I could also use a good, concise definition, preferably with a source. I tried googling it without success.
 
I think from what I've read on this Democratic Legitimacy is referring to the government striving to maintain policies that are relevant and or "proper" for the society that they govern. Hence the government is restricted to maintain the wishes of the people it serves.
