can anyone expain why i was denied my financial aid this semester?

I was denied my California financial aid Pal Grant for he year 2009-2010 for this reason: Attempting 150% or more of the required units for degree or certificate program. they said i have reached the Maximum TimeFrame for my educational program. Can anyone explain to me what this means please?
 
The Department of Education requires that you complete your degree program within a certain time frame. If it is a community college, you have 90 hours to complete what should take you 60 hours, a university, 180 in what should take you 120 hours to complete. The government will not continue to grant you money to waste. If after attempting 150% of the required hours, you have not received your degree, you must finance your education yourself
