can any one tell me why my dodge stratus wont start when its moist or damp outside?

do a basic tune up. change spark plugs and wires, battery, terminal wires, maybe a fuel cleaner.
 
Start by power washing your entire engine bay, esp the battery cables. Most starting woes are due to invisible corrosion that has traveled up the insulation. This causes voltage spikes. Keep the engine showroom clean. Locate your IDLE AIR CONTROL VALVE. Remove it, clean it with GUm-out spray. Also, clean your throttle body and throttle plate. Good Luck!!
