Can any one name this film?

I remember watching this film i guess early to mid nineties, it was a mexican gang type film with bouncing cars etc. i think the main story was about a tennage girl and her younger brother getting shot, sorry its so vague but thats all i can remember, please help, i think it was on channel 4 if thats any help.
