yes start it on your own, after that look for sponsors that can help you with the founding of the institution and help you pay for the teachers and so on. Look help from the hispanic community and in no time youll find yourself with a huge organization that helps your community.
Yes but best advice on this would be to see if there are any companies that match what you want and see about joining them already as it is a very complex process of beginning a not for profit business.
