Can an at&t phone be flashed to cricket and also be unlocked to work over-seas?

I am thinking of buying a new phone from at&T, but in order to buy it there are things i have to know about it. Can the LG VU from at&t be fully flashed to cricket and also unlocked to work in places outside of the united states?
Please answer urgent!
