can a1999 Chrysler Concorde keyless entrty remote be programmed without having a

previously programmed one and? when i bought this car the previous owner had lost the original remote.So i purchased one to use,but the manual says i need to have one that already programmed present in order to program the new one. my buddy at the shop swears that he did one before but cant recall the steps, hope someone can help.
