Can a stolen car have a clean title?

I'm looking to buy a 2006 Subaru Impreza STI. Its a great car but the only problem is the owner says there was an insurance loss on the title because the car was stolen. He also says that STCU has the title. I like this car but i don't want a car with a salvaged or rebuilt title. So my question is can a car thats been stolen still have a clean title even though there is "an insurace loss" on the title? Thanks for your help
