It wouldn't bother the Oscar, but two large bottom dwellers in the same tank has some potential problems. By nature the plec and the Bichir are chalk and cheese, but there probably isn't enough room on the bottom for them to behave naturally.
Don't think it would work with the Plec, but the Oscar operates during the day, so they shouldn't clash. The Oscar would win by the way :0)
