Can a school police radio another police to stop me?

i was picking up my sister from school. and i did a illegal u-turn then a mile later a police stops me. the school police radio'd a old police man in a motorbike and he stops me claiming i didn't do a u turn. i told him i wasn't going to sign the ticket because it wasn't me . he was going to arrest me so i had to sign..

can a police give me a ticket if he didnt see make a u-turn???
