Can a repair shop sell my mobile phone if i dont pick it up?

I have put my mobile phone in a shop to be repaired but now there is a argument over the price of the repair can he sell my phone?
I have told him i am contacting trading standards
I sort of know the owner and he was going to repair the phone and sell it for me and i was going to do his website free but now he is saying he wont sell it and he wants £60 within 21 days.
 
If he was upfront about the costs of the repair before he did anything and you agreed(ie contract), then yeah he could sell it after a certain amount of time has passed with no payment.
