Can a regular family doctor write a birth control prescription?

My gynecologist won't turn loose of a new prescription unless I have a pap smear. I had a clear one a year ago and I don't think it's necessary to have one every single year. The ACOG guidelines state that every two years is fine because annual pap smears cause false positives and unnecessary follow up procedures that can be dangerous. I am married, monogamous, low risk. The gyno refuses to accept my INFORMED CONSENT to not have a pap this year however and will not write me the prescription for the same pill I have been on for a year. He is the only gyno in town I don't have time to drive somewhere else. Can I get a regular family doctor to just check my blood pressure and write the prescription?
And I am not stupid I know pap smears have not one thing to do with the safety of me using birth control pills.
The family doctor would force it on me too? Why do women not have the right to make our own healthcare decisions in this country? Other countries don't even screen as often as every other year and they don't have higher cervical cancer rates. Doctors in the US hold our birth control hostage, even flat out lie to us. Where is the concept of "informed consent"?
