Can a police officer use martial arts that he has learned?

So i learned at my class how to make someone fall to there knees. Ex you hold on the Point of the neck to make the person fall using pane. But can i use this to make the first party to get on the ground (only use as a last option)

yes. However, cops get their own training in different techniques because they must also consider the safety of the community and how to make the arrest. Getting someone controlled with pain is only part of the task, and it tends not to work very well with a person hyped on meth and angry and fighting back.
 
The level of force authorized in a given situation depends on the situation. The specific means of applying the authorized level of force MAY be subject to department policy, but is generally not determined by law. Many police departments actually hire martial arts instructors to train their officers in approved techniques.

Note: Martial arts are never the LAST option. Your GUN always fills that role.
