I have had this problem a lot but I have only been completely refused once. I was 19 and I went to a gas station to buy cigarettes and the clerk refused to sell them to me because he said my ID was fake. (First of all, If I did have a fake ID, why wouldn't I make it say 21 and not 19?) In reality, the guy didn't really speak English and I don't think he understood at all.
