A person can be happy and successful without a formal education, but I only know a unique small percentage of people.
If by computer art, you mean web design, there isn't even a specific program for that. You can teach yourself stuff like CSS, XHTML, PHP from books. I have a friend that did that and he's at 45K for himself. However, a degree...even if it isn't in your main interest, is a way to get your foot in the door. And there are a lot of unemployed college students, so you'd have to find a way to make your resume competitive without a degree.
