Can a neighbor have my bike towed?

I believe my neighbor had my bike towed away. My bike died while I was coming home two weeks ago so I let it sit at the curb in front of a neighbor's house (not a private street or anything). I live a block away, so technically not a next door neighbor, but still close, but my house is up a huge hill so I couldn't push it home. I left it sitting there for two weeks (fault on my part), and now when I finally have time to pick it up, it disappeared. IF it was the neighbors who had it towed, do I have any grounds to dispute this/did the neighbors have the right to tow away my bike? My bike was on the curb and not obstructing any driveway or taking up a lot of room or anything. Is the curb in front of the neighbor's house technically their property?

I tried researching parking and street codes and regulations but haven't found anything useful, any help would be appreciated. I really just want my bike back ;(

P.S. Yes I know it's possible the bike may have been stolen, but I just need help about the case if it was towed.
