Can a former employee collect unemployment if they quit for a military deployment?

The employee was part-time status, and gave me notice of resignation when he got word that he was going to be deployed by the military. Now he as filed for unemployment compensation. Since it was a voluntary quit (and since he's apparently employed by the military and on active duty), can he really collect unemployment?

By the way, my business (and former employee) is in Pennsylvania.
