Can a college disqualify you from financial aid when you are making progress?

I was disqualified from aid because of I had a 1.58 GPA. I have brought it up and now it is at 1.83, and I'm still disqualified. Can they restrict aid even when I'm making progress? I filed an appeal and it was denied because my GPA was below 2.0 for 5 semesters. What do I do now? How do I get the restriction removed?
 
if you have a 1.83 gpa then i'm ticked that you're even trying to collect money for financial aid. you're obviously blowing it partying or something ridiculous ....even if you have learning disabilities, there's so many tutoring and special accomodations -- u really don't have an excuse to be wasting FA for FIVE semesters -- so why don't you wait until you're done getting all the nonsense out of your system and come back to college when you're 26 and realized you've been wasting time like a lot of people in the country do then finish a semester on your own dime (cause they won't give you FA again until you pay for a whole semester of full term work and finish with passing grades first), then apply for FA and actually finish your classes this time?

its people with your attitude that are the reason financial aid is drying up in this country. pretty soon there not going to give money to people who are actually going to use it because people running scams like this one right here.
