Can a CA emmissions system be *inexpensively* installed on a 1997 Ford Explorer?

I'd like to buy a truck in Washington and drive it to California. I know that vehicles shipped to other states are usually not compliant with the CA laws. If it's just a matter of installing some extra parts, I might go ahead and buy a 1995 to 1998 Ford Explorer. Not sure how to find out, even dealers never know this stuff.

Probably not. California has some ridiculous emission laws. Also, unless you can weld and bend pipes and whatnot, shops charge a lot of money on exhaust work. Good luck though and welcome to Cali!
