When I went to a body shop and got my car fixed, I asked for my old bulbs because there wasn't anything wrong with them. They said they had thrown them away.
Yes they can, but when the customer asks for them, they should keep do what the customer requested. In some shops it is an option on the work order to save replaced parts.
Put that shop down on your avoid list, and tell your friends about it too.
