can a bill pass congress under these circumstances?

Tell's say the president calls for an emergency session- it's never been done before, but he can.
He has a big bill package to pass and only a few congressmen make it in time before the president says it's time to vote.
Does the president say when it's voting time or can only the speaker of the house do that?
How long does congress have to actually get to the building and how long do they have to vote?

Even if it would be very unusual- can they sneakily pass a bill in 5 minutes at midnight if they really wanted to?
 
If done Revolution and over throw of the government.

Congress leaders, Boehner and Reid calls for votes not the President. Neither would call for a vote without a full House of Senate present.
