Can a betta fish be happy in a 1.5 gallon tank?

Ok, so my betta, Romeo is in a 1.5 gallon tank, and it is small. (it was the only one that i could afford at the time...it's better than what i bought him in, but still very small). I was talking about getting a bigger 5 gallon tank(used) for only $15 and they yelled at me saying that im not getting anymore fish tanks(i have a 10 gallon, 1.5, .5, and a 2.5 g bowl). Can a betta fish still be happy in a small tank? I mean, he was sick but today he made a bubble nest. What do you think? Thanks!

PS- there IS a filter in his tank and i do not have a heater, because room temp in our house, keeps the water at apprx 76-80 degrees.
Also, what else can I do to make him happy? Right now, I am feeding him bloodworms and I talk to him, ALOT, and he watches my tv. Anything else?
 
that should be perfect! you are doing an awesome job! just make sure to provide him with at least 1 live plant! and betas like bloodworms a lot! if you need any further help email me, i have had LOTS of betas! and a bubble nest means a male beta is healthy happy and secure enough to mate! good job and good luck!
 
That tank is plenty big for him. I kept mine in a smaller fish bowl on my desk at work and she lived for a very long time. These fish actually live and breed in small shallow ponds/puddles in Thailand.
