camper brakes lock up?

i have a 2000 dutchmen camper and when i put on the brakes around 5 to 10 mph the brakes lock up but dont skid,i tow it with a 1998 dodge ram 1500,i adjusted brake controller at all different levels and still does it,i also checked the volts to brakes reads 12 volts like it should,checked all grounds,wires, everything , i pulled hubs and checkd brakes and all parts all look good, my drums where the magnets connect to when applying brakes have groves in them, i was told that might be the problem cause the magnets arent riding on a smooth surface ? need help. thanks
 
Maybe you could get the drums turned if the grooves aren't too bad. Are the magnets messed up too? Plug into someone else's truck that has a controller and see if the same thing happens. It could be a defective controller.
