Camera doesn't have IS nor does lens (landscape photography)?

The Canon 5D Mark II does not have IS nor does the Canon 17-40MM L Lens (the first two pieces of equipment I plan on buying for photography). Would a remote shutter and tripod be good enough? Would wind be to much for the camera?
 
IS is available in some of Canon's lenses designated by the IS in the name of the lens. You don't always need IS in order to shoot a good photo. Yes the use of a tripod and a remote will work in low light situations, or you can learn to use your equipment. The camera is quite heavy, as is that particular lens, make sure that the tripod you buy is a strong one, which will support the weight of your camera and lens, and perhaps future lenses you buy.
 
A remote shutter release and tripod is the best, VR, IS or not.

We have been shooting landscape photography for over one hundred years ... no image stabilization.

If all you are shooting is landscapes, I would recommend the EF 16-35mm f/2.8L II USM. The silly little mm difference can sometimes make a difference and of course it is a stop faster
 
A tripod is one of the best accessories to own, with or without IS.
The remote shutter release is your thing, I prefer a time delay release myself.
Don't understand the last part of your ?. 'Wind' ?
