Calling toll free numbers & collect on disconnected Verizon phones?

Is there a way to call 1-800 or other toll free numbers on a disconnected Verizon phone?

I've been trying to get it to work, but I get the "verizon voice" everytime I try.
Is there a trick or some way to have toll free call, or even collect calls go through?

I know a friend who had an old phone with no service, and he could make collect calls with it by default. But I'm having no such luck with my old Verizon phone.

It'd be such a blessing if somebody could help me with this!

Once a device is disconnected from the wireless network, you cannot call collect, toll free, or any other way.

You're limited to 911 only.

The ONLY time a collect call is of value on a cell phone of any kind is if your plan only allows you to call within your city/state or region...not many carriers have calling plans like this; however.
