Call of Duty: World of war, online oponents having flame thrower at early lvl.?

I have call of duty: world of war, and i play online, and there are lvl 16 with flame throwers which arent unlocked until lvl 65. can anyone tell me how they are doing this? Because I would like to know. Thanks for any help
 
Yes, people when they finish call of duty completely get to start their character again, but with all the things you unlocked whilst playing the first time around.
