California restaurant health codes question?

I work at a restaurant that will remain nameless. We keep butter and sour cream in 2 large metal tins near the window where the entrees come out. These condiments are left on ice, is it against health code regulations to take these condiments out of the cooled tin and place them above the window where the food comes out? I had always thought that perishable items needed to stay at least on ice if not refrigerated. What is the code regarding this and can you post a link where this code is located please. Thanks
