calif. smog exemption 1976 dodge rv.?

In 1998 I bought a 1976 dodge motor home.The Calif. DMV deemed it smog exempt when I bought it and registered it.In 6-2009 I sold it .Can the DMV renige on the current smog exemption status? the new owner claims it needs to be smog checked. I sold it thinking it was exempt.Nowhere on the title does it say smog required nor any notification from DMV of change of status.
