cadillac won't start?

I have a 99 cadilliac deville I just replace starter on car and car still won't start because fuel is not getting to the engine. What do you think the problem is I need help?
I figured it had something to do with the fuel pump. So if the fuel line is clogged or the pump is clogged how would I unclog
 
Fuel pump or fuel pump relay is most suspect. You may have to drop your gas tank to fix this one. If this is an electrical problem, start with the basics. REMOVE and clean your battery cables at BOTH ends. Check your fuel pump fuse, too, and listen for it's charateristic sound when you put switch to "run" position. .
