Cabin Air Filter??? - 2004 Dodge Neon -?

its actually called a pollen filter and if there is one it would be located somewhere in the dash. the ones i have seen are in a compartment in the glove box (honda and pontiac).
 
Every time the a/c or heater in on it smells really bad!!!! I was told it might be the cabin air filter that is causing the smell. Could anyone tell me if that is it or what else it might be? And if it is the cabin air filter where is it located in the car????? Thanks!!!!!!!!!!!!
