Buying a Verizon Wireless PDA phone?

Yes i am with verizon wireless, and I have been wanting to upgrade my phone to a Palm Treo for a while. I have heard some rumors that if you buy a PDA phone, verizon won't activate it unless you have a PDA plan. Is this true? If it is, can I do this, and possibly avoid the PDA plan:

If I buy a phone on ebay, (again I already have a verizon contract) can I just switch my phone out, and not have to buy the $30.00 PDA plan?

No, you need to have a DATA plan. But here is the trick, tell them you want the pay as you go/use thats also a DATA plan but if you ever use it it will cost you $$$. After you get the plan go on to phone options and change the number that it dials in order to connect to the internet. This would prevent you by accidentally going on the verizon internet. At the end you just use wifi to connect to the internet.
