Buying a used bicycle?

Most times - you can't...plain & simple. If the original owner was smart, he/she registered the bike with the National Bike Registry. In that case, there may be a sticker on the bike somewhere. See link below...
 
If the price is a little to good to be true then it is likely stolen. Don't feel guilty about it, you didn't steal it. If you really think it is stolen buying it helps the criminal but does not hurt the former owner more he has already lost the bike. You could check the serial number with the local authorities ask the seller if it is ok for you to do so and they will either not sell you the bike or tell you that it is ok to do so. Of course once you know, and if it is stolen you will lose your money but gain a friend who will likely give you some reward - I would.
