Buying a motorcycle with no title need major help?

Ok im buying a motorcycle with no title. i have the vin. i can get the bill of sale and all the guys information should i still buy it whats your opinion and habe yu ever bought something without a title and got a new one for it
 
tell them to get the title before you buy it. if they refuse it is probably stolen. all they need to do to get the title is go to the dmv, or a currency exchange
