Buying a bike off ebay, V5?

I'm going to look at a bike tomorrow off eBay, on the listing it doesnt have any info entered into the V5 section and when I asked him a few questions he either forgot to answer that question or avoided it. Do I need the V5? I don't exactly know what its for?
