Buy a car without a title?

I live in RI (Rhode Island) and I would like to purchase my friends car, he has it registered already in RI and will be able to give me a "Bill of Sale" but he does not have a title, should I buy or what should I do. Or do I not need a title for RI.

Car is 2003 (not 10 years old)

Just tell him to go the the DMV and get a new title before you buy the car. If he won't do this, don't buy it, plain and simple. You cannot register the car without the title, and he cannot legally sell it to you if the title is not in his name.
 
if he has it registered, it has to have a title somewhere.
did he lose it, it so he needs to apply for a new one, and then you buy the car. don't buy a car without getting the title
