Christine has been found guilty of breaching section 3 of the Promotion of Manitoba as a Better Place to do Business Act which reads as follows:
“Any person who commits internet fraud in the province of Manitoba will be guilty of an offence where it is proven that that the commission of the fraud has caused loss to a business in Manitoba.”
The expressed reason for this law is that investors are likely to avoid investing in Manitoba if they believe that the province is not one which can offer them appropriate protection from internet fraud.
The Manitoba Legislature is also about to enact a law prohibiting people from polluting the Winnipeg City Park having issued a public statement that environmental pollution in Canada needs to be dealt with strongly.
Christine seeks as to whether (a) she was legally convicted and (b) if the Manitoba Legislature can pass the new environmental law.
