You might want to check the park's web-site or contact them to make sure all rides, including the water ones, are open during December. And although it's in Florida, they might be doing their Christmas Event that they do at the Virgina one during December. If everything is the same all year round, then what I would do is check the weather. if the weather is supposed to be cooler (because yes, it can get colder in Florida) then I wouldn't wear shorts, or even go onto the water rides. A good temperature for water rides is ABOVE 76 degrees. But if everything is the same, temperature permitting, then I'd wear a pair of shorts, but also bring a back pack with another pair and shirt.
