Building a deck. Painting treated wood? Water seal?

We are building a small deck/front porch. We are using treated wood and I am going to paint it. Should I put a water sealer on it first? If so, which one is best since it is going to be painted? If not, should I use primer? Which paint and primer is best for this? Any and all help would be great. Thanks.
