Wash the tank thoroughly. Take some soapy water and 2000 grit sand paper and lightly sand the scratches till you can't see them when they are wet. Then dry it and rub with a buffing compound. This will go faster and easier if you use a buffer. Then polish it with a foam pad and a polishing compound.
This must be done very delicately so as not to go through the clear coat. If you can feel any scratches with your finger nail going across them, don't even attempt anything as they are too deep to sand out. If they are only discolored (like a smudge that won't come off) rubbing compound and a terry cloth towel should take them out.
