because despite the supreme courts decision to end segragation it took another 20 years for society to end segregation... this is due to the unwillingness for blacks and whites to mix in schools. Just because something is legal doesn't mean people want it to happen. Until forced busing of minoritys in the cities to the suburbs and whites to the city nothing really was accomplished.
