I just purchased a used 1997 Honda Accord with 140k miles from a private seller. He told me the car ran great, and it does, but I think the speedometer is broken and I still have to register the vehicle and put it through emissions.
So my first question is- Can my Honda Accord make it through emissions with a broken speedometer?
And my second question is- How much would it cost to repair the speedometer? I would prefer a mechanic do the work, so whats the estimated cost if a mechanic did the work?
To add a third question- The tires are very worn on the vehicle, could it get through emissions with low tred tires or is that a nessicary fix?
