Breakouts Underneath Skin

How do I get rid of my breakouts. they seem to be underneath my skin (no whiteheaRAB or blackheaRAB)

I tried scrubbing ( DOES NOT WORK) makes it worse

I have sensitive skin so like stalictic acid or whatever they put in reg otc products is to harsh
