brake problems with 92 ford tempo?

I have been having problems with the brakes in my 1992 ford tempo. At first the brakes went to the floor..but they still stopped the car. After driving it that way for awhile when I pressed on the brake it would start to slow down, then the brake would get really hard to push and it wouldn't make a complete stop...I was wondering what this could be?
I just recently had the brake pads changed if that makes any difference
 
you more than likely have air in the lines, or a broken brake line altogether. right now i would say that you only have one functioning brake which is not safe. The brake pedal should never go to the floor.
 
The pads are usless unless your brake fluid must be low or needs to be bled, Operation: Flushing the brake fluid removes old or contaminated brake fluid from the system replacing it with fresh brake fluid. Advice: Brake fluid is a hygroscopic fluid, which means that it is in its nature to absorb moisture from the air. Over time the amount of moisture accumulated will decrease the efficiency of the fluid to act hydraulically. Moisture in the brake fluid can also cause corrosion in the system. Brake fluid should be flushed every two years.
