Brake lights constantly on except when i pull up on the pedal 89 accord?

Fix the switch.

Either the switch needs adjusting or your brake pedal return spring needs replacing.Both are in the same general location under the dash near the top of the brake pedal.

how can i fix this. i have to prop it up with a 2 by four so it don't drain the battery.
