Brake light wont turn off on dashboard on my 99 honda prelude?

It just started happening today, i started my car, shifted into drive (its an automatic), released the emergency brake, but the brake light on my dashboard wont turn on, so i started to drive, when i step down on the brakes, it seems a bit stiffer and it was a bit harder to accelerate. Any ideas whats wrong and how to get it fixed?
 
your e-brake locks the back brakes on your car, it's possible that the cable is stuck, jack up the back of your car and spin the rear wheels to make sure they spin freely. If they don't the brakes are seized up, if they do spin your probably just low on brake fluid.
