Both field terminals on Jeep alternator are 12 volts when one should be 12 and

one should be 9? This is on a PCM controlled alternator. The alternator doesn't charge, and both field terminals read the same as the B+ terminal, which is full battery voltage (12.2). One field terminal should read full voltage, and one should read 3-4 volts lower (Ground terminal) but all 3 read the same, 12.2 volts. Why is that? Thanks
It doesn't charge at all though, it's like the alternator isn't even on the car
Sorry. 1999-2004 Jeep Grand Cherokee with the 4.7 V8, 4x4. JTEC Controller.
