Blurring in cartoons

Some cartoons blur stuff. It's weird because unlike most live-action, I wonder when it's intentional or not. Most of times is nudity, but sometimes they blur the face of a character. Sometimes because is copyrighted by a third party, but sometimes by no seemingly reason. Do they actually draw the blurred stuff? Is supposed to be shown in some way or it's just a joke for keep the people wondering?

Having just watched all 3 seasons of Drawn Together on DVD, YES, they do draw what's under the blurs.

Family Guy's Brain Does Hollywood retains its blurs even on the DVD. The South Park blurs also remain on the DVD's.

In those cases, It seems like they draw what's under the blurs, but apply the blurs to the master copies.

I think that they must at least sort of draw what is under the blur, or else it would look to weird.
