My computer can't detect any bluetooth devices, in this case, my phone.

my phone can detect the phone when i turn off the microsoft bluetooth enumerator but fails to connect, after i turn on the microsoft can't detect it again.
when i try to pair the phone and laptop nothing comes up even though my phone's bluetooth is on.
tried to disable, uninstall. nothing is working.
