Bluetooth music from PC to cell phone?

im trying to use bluetooth to send music from my desktop computer to my cell phone (LG Xenon) and im not sure how to do it? i downloaded "BluetoothView" from http://bluetoothview.en.softonic.com/ and thats as far as ive gotten. i open it up and i cant find an option to search for new devices or anythin. im not sure if my computer has a bluetooth thingy to start with, 'cuz i search for it on my comptuer and nothing came up when i searched "Bluetooth" and my phone is set to visible and working, i can get music from my friends on my phone. and if it matters, the guy who installed my family's wifi said my wifi card in my computer is busted, so im using a usb cord for the internet right now... oh yea. ive got a usb cord for my phone but the only thing that happens is my phone starts charging when i plug it in..
Its on Windows XP, my phone is on when its in the computer, and whats a dongle?
 
I think that bluetooth, if it's on your computer, should show up under your network connections. If you don't have bluetooth capabilities then you will need to buy a dongle. They run around $5-7 on eBay.

When you have tried plugging your phone in is it turned off or on? It would need to be on for it to work that way. Also, I'm not sure which OS you are using but I never could get my MotoQ to work with XP. Worked fine with Windows 7 though.

Maybe take a peek at the owner's manual for your phone and see about connecting it to the computer, if you haven't do that already. You may need to change a setting inside the phone before the computer would recognize it. On mine there was a setting to switch between Modem and Mass Storage Device. It had to be one of the two (don't remember now) but the manual should tell you.
